Germany! I was born there and have been lucky enough to go back twice. I love Rothenberg, a tiny walled community, and would never miss the opportunity to see it again.

Italy. No doubt.
I've been to all three. I liked Italy so much that I stayed there for 3 months. Of course Rome, Pisa, Florence, Genoa...all were great, but my absolute favorite was Venice. No cars. The only way to get around is by foot, gondola, or water taxis.
The food was Great everywhere I ate in Italy. Pizza (usually eaten with a fork), pasta, parmegiana...Germany and France have good food but Italian is my favorite.
If nothing else, go just for the history. Remember, Rome - as in the Roman Empire - was the world at one time, or at least as far as us westerners are concerned. Think about this, both Germany and France have a lot of Roman influence in their history. I didn't see a lot of France and German influence in Italy, especially the farther south one went.
I could go on for a lot. Suffice it to say, I vote Italy.
