C is false. States were always meant to have some measure of independance, that's why every state has its own government

D is the poletically correct answer but C is a good answer all but it cutts off the powers of the states and our government is split in many ways you know of judicial, legislative,and execative..... but it is broken into federal state, county, and city laws so the federal government does not have to busy itself with the problems that are very small like theft of a car from ones mom or dad ...and theft under i think 50000 dollars then it goes to a higher power in the government. i think C, but i could argue D, as well.
