Make them calculate how much as the food they wasted would cost.
Make them clean dishes or take out the trash.
Not let them handle food.
Keep all the food they waste in one place and show it to them.
Just inform them of how much it costs the restaurant when they waste food.
There are many other things that I am sure managers would like to do (make them eat all the food they wasted), but it would not be professional or ethical.

give him a quota (you only get this much meat to make this many burgers)
forcefeed to him his wasted food
give him bad shifts
dont give him free food from your restaurant
