I personally use spybot & spysweeper... spybot is a free d/load and updated frequently.. Here's also a link to the spyware reviews and ratings... Spysweeper is the one I highly recommend for all users!

Well seeing how Spy ware and Ad-Aware are on top of the spy ware issues, You would have to pretty much write your own. And it would be useless because as soon as someone noticed your spy ware running, it would get reported to them, They would find a way to disable it, and remove it, release a update, and report you to the proper authorities.

For my computer security, i use a multi-layered aproach. i have 5 programs.
spy sweeper: looks for spyware on computer, and also actively protects against spyware download connections
winpatrol: like a supercharged processes window. shows EVERYTHING running in the background. all services, all tasks, all startup programs.
tiny personal firewall: a software firewall thats fairly easy to use and customize. if a connection thats not in it's rules table happens, it asks you what to do. also has a connection monitor
Norton antivirus: good for checking for viruses and protecting against incoming threats. AVG is another good one to get.
NVIDIA firewall: redundant and not necesary, but it came free with motherboard so i don't complain. its a bit more non techie friendly than tiny personal firewall

Are you asking about a program to catch spyware, or a program to monitor everything that your child does on the computer?

Or you could try using a Linux operating system because it doesn't use .exe files. This means it doesn't catch viruses or get inundated with spyware.
