Besides the length of time that has already been mentioned, technical colleges tend to spend less time on courses which aren't directly related to your field. Most universities believe a quality education gives students knowledge of a wide range of subjects--not just those that are directly related to the chosen field. In addition, technical colleges and universities are geared for different professions. For instance, if you want to be a mechanic, technical college is the best bet. If you plan to be a lawyer, you will want to go to a university.

a college or university may focus on technology, particularly science and engineering like
MIT
Ga TECH
but a school can be both engineering and general, like
Virginia Polytechnic Institute and State University.
there are also a few schools that teach technology at a lower level - sort of a 2 year degree.

2 year degrees = technical. 4 year degrees=college. Technical is typically cheaper, so many people get their generals, or a lib arts degree and xfer to a 4 year college.

Most tech. universities deal with engineering or computer tech. They are very selective in curriculum and often eliminate a lot of the humanities and liberal arts classes.
