Neither. It was written by Bruce Springsteen. Manfred Mann's Earth Band had the biggest hit with it. Also a minor hit in the UK for Allen Clarke, former lead singer of the Hollies.

okay...take it from an old school broooooce fan...track 1 from "greetings from asbury park, nj" (1973)-bruce springsteen...never released as a single...manfred mann's earth band did a cover in '76 that went to # 1...elo and/or steve miller band NEVER recorded a version...
