Adobe Photoshop 7.0, WHERE IS THE SMUDGE TOOL?

I just started playing with this, so I really dont know where everything is...

The smudge tool is a within another tool as a drop-down. Click on the Effects pen in the toolbox and find it. It looks like a finger with a smudge on a wall (small icon)
