I don't think YOU can fix it. What's the big deal anyways? As long as you know that, it shouldn't be a problem.
I suppose it would get annoying continuously having to push Caps Lock when Windows Starts or any time it resets.
Is it a USB keyboard? Make sure your drivers are up to date. To check, go to the keyboard manufacture's website, go to their Support page, and search for "Downloads" or "Drivers." Pick your model and see if there's an update.

That happened to me, too. I rebooted the computer and it went back to normal. If that doesn't work, try banging your keyboard on your desk. If that doesn't work, hey, at least your caps lock key is still working. You'll have to learn to live with it.

Try shutting down your computer, turning your keyboard over and spraying the keys with canned air from two or three dirrections.
Then reboot.

Im not going to say buy a new one, that wouldnt be helpful and you probably already thought of that, my advise would be clean it, it might sound awkward but it works Alot of electronic things just need a good cleaning, I would probably use q-tips and toothpicks for this kind of a job. Good luck :)
