Libraries might be a good place to start since you can read them for free. Most if not all used bookstores should have a poetry section (often one for adults and one for children), and you can find good anthologies there as well. Bookstores will definitely have poetry anthologies, although they'll often be expensive.

Searching Amazon or eBay and other internet sites might be good if you have a particular book you're looking for...or know the compiler's name. A search for "poetry anthology" might give you all the results you need. But at least for me, I'd want to look at the book itself to see if the poetry was good and what I was looking for before I bought a copy.

If you're looking for poetry anthologies for a college class--like a textbook--then online or at a campus bookstore might be the best way fo find what you need.

Norton Anthology's are a great start--they run about $55 but are well worth it--
