It was Woodrow Wilson, however, we have consistantly had racists in office for as long as the nation has been in existance. Abraham Lincoln for instance didn't want to free the slaves, he only wanted to restrict the exportation of slavery into territories and into the new states. The idea was that the institution would die out on its own, if it couldn't expand. He also favored the return of the African-Americans to Africa and was one of the primary sponsors of Liberia. Washington, Jefferson and many others of the early presidents owned slaves. Teddy Rooseveldt favored limited immigration and restriction of the ability of Jewish people in the United States. This was part of the platform of the Bull Moose Party. Interestingly enough, the more recent presidents have been less racist than the ones found in history.

LBJ... NO, it was Teddy Roosevelt.
However, I don't think that term "hyphenated-American" is a racist attack by any means. It's attempt to identify people that wish remain separate from being called an American by retaining their past origins. These people are fence toppers... they are willing to fall to which ever side they think is winning and that makes them "untrustworthy." I think that that was his point... the racist argument is a stretch.
