we have been trying to learn form some dvds we bought but the acustic I have the neck is to big for his hands and I was told that electrics have thiner knecks and he would realy like to try an elictiric I can spend about 200 for a guitar and amp

First try the guitar centers because sometimes they have used elec. guitars and amps. Or the paper. You'll get a better piece of equipment that will last longer than something cheap. I realize he's only 10, but I firmly believe in you get what you paid for when it comes to guitars. We went through this with my son. With getting something from the paper though, you take more of a chance unless you bring someone with you who knows guitars. My son's guitar teacher went with us to purchase his expensive guitar. Does your son have a music teacher at school? Maybe he or she could help you.

I got my daughter a Fender Strat-Pack for her 15th birthday. It's been almost a year. She's taken lessons off and on since then. She's really very very good. Her teacher told me she has a natural ability. But the Fender Strat pack is a great beginner model. I would not have spent any more than $200 in the beginning as well. Ya never know if kids are going to try it and hate it or love it. :) Music is a GREAT gift to give your child. Good luck!

Since people don't listen to the fact that he has too small of hands for normal guitars, I'd recommend going to a local music store and asking them if they have any smaller guitars. If not they can order them. If that doesn't work there are plenty of ebay stores that sell guitars, large and small.
