Stupidist answer you will hear from anyone: guys are sex freaks, all they want is sex, sex sex sex, guys = sex.. guys are sex... all wrong.
A sexual attraction... a guy, oppisite likes a woman(or girl)'s body. It's natural. Girls, in time, will also seek sexual pleasure, one way or another, weather they want to enjoy the sexual fun or not, emotions, etc many factors are involved. A guy that requests to see your boobs... is 1) being nice, a lot of idiots would just force it, or not ask and grant himself access. 2) responding to normal wants/needs. You decide if its the right time, and if the guy says "no, NOW!" then your with the wrong guy.
Summery: It's natural, sex is in humans... ALL humans.. not just guys. Guys want it, so they ask. That's not a bad thing, it's just as bad as a plant growing-- it's part of the grand plan of everything.

Because boys are driven by their hormones and to them, "boobs" are the physical personification of sex on a girl. They can't get to the other place yet at all, but the boobs are RIGHT THERE, front and center, and when you're a kid and a teen, those are it for a boy.
That's just the way it is. :-)
