Get a better dealer who actually knows how to service stuff instead of just 'retailing'
And, they all vibrate, its why japanse cruisers are so popular. Get a life, not a lifestyle

Go with check to see if the wheel is cupped, also if your wheel is spoked it might be bent especially if it is a 21" wheel. I see this quite a bit at the shop I work at. Also it might help if you let us know what year the bike is. Another might be no fork oil is in the forks, or even a front motor mount might be bad. If it is spoke wheel you might even have a couple spokes that are loose. As you can tell it might be different things. One more if your bike is before 1999 and depending on the miles maybe you have a bad wheel bearing or the spacing might be off on the wheel too.

put the bike on a jack so the front end is off the ground now see if there is any play in the front end.might need to replace the neck bearings or the fallaway.also run your hand over the tire and feel for dips in the tire.is it an evo or a iron sporty? better learn how to turn a wrench if its an ironhead.those things allways break.

Balanced does not mean it's round! Jack it up and spin it. Has the tire been off lately? It may not be fully seated at the beads. Lood at the tire next to the rim. Most tires have a line around them in this area so you can see if its fully seated on the rim. This line should be equal distant from the rim all the way around. Alloy rims are famous for this.
Good luck.

Rub your hand over the front tire. Do you feel any dips. The smallest dips will cause front end vibration...but it's a Harley...I thought you guys bought them because they vibrate....

Wheel bearings, forks seals, sloppy neck, cracked frame, warped rotor, any one of these could cause a vibration....and also check the gas tank.- if it says "Harley Davidson", that may be why it vibrates

bad tire pressure, excessive runout either radial or lateral, also, rear wheel can cause vibration that feels like front, so i would check that too. possibly warped rotors, overtightened primary chain,
