A TV show is strictly for entertainment.
A program can be ANYTHING.
Such as a paid infomercial(Paid programming) or the news.

All things on TV, are programs but not ALL Programs are TV SHOWS.

TV shows are FUN to watch.

Let me give you an example.
HSN(The Home Shopping Network), is a program. It is not considered a TV show because it is MARKETING.

Marketing, means selling something. They are simply elaberate and very long commercials.
Some people might find them entertaining but they do not qualify as a TV show because they are commercials.

Commercials are not TV shows.
