Perhaps if the standard improved via public outrage against these careless (probably cell-talker) drivers, the incidence of their near-misses of walkers and bikers would decrease.

I take it you've almost been hit or someone you love has been hit by a person driving an SUV, but it's not the vehicles, it's the people behind the wheel. And yes, I think that driving while talking on the cell phone is a wreck waiting to happen. I would try contacting someone in your area about forming a 'help group' to research and try to reach out to the public the dangers of unsafe driving and how to make the roads safe again. I can't count on both hands the number of times this week I've almost been hit or someone has pulled out in front of me. I applaud your outrage and wish you a sincere good luck in whatever you do about this!!!
