It's a step in that direction. So if you aren't 100% sure you want to move in that direction (i.e. you're at very least engaged to be married), it doesn't make a whole lot of sense.
See, sex creates a bond so close that nothing can be allowed to interfere with it. Your partner must be the most important next to God (i.e. even more important than Mommy and Daddy), and there must be a permanent commitment, because a breakup will amount to your leaving a bit of yourself behind with your partner, and vice versa.
So that if you start making out, that could open you to the charge of defrauding your partner - leading him/her on, or else failing in the end to take things to their logical conclusion.
