The person kicking for goal needs to focus on a point beyond the goals to kick to. He needs to stay focused on this point throughout his kicking process. So yes he should be trying to "pass" the ball to a person beyond the goal posts. Sometimes you will see a teammate standing in the goal square, with his arms spread up and out. This to is sometimes used as an imaginary target. One of the biggest problems players have when kicking for goal is they use all to often the unreliable check side kick. they use this so often that when its time to kick straight, they either try the checkside or miss sitters because of their preference for checksides. Players guilty of this, Milne, davis, didak, and quite a few more if you watch the games closely. They will turn sideways when running towards the goals just to checkside it.
