They are best if used together.....Cause both are not 100% effective.

Foam
Spermicidal foam is the same consistency of mousse hair-styling products. Shake the can of foam vigorously for at least 30 seconds. Press the tip of the applicator on the nozzle of the can, press down and fill the applicator. Insert the applicator into the vagina approximately three inches and depress the plunger to squirt the foam out. It will be active immediately. Foam has a concentration of N-9 of about 12.5%, which may lead to genital irritation. The applicator may be washed with mild soap and water, stored in a clean, dry place and used again

The answer to that question depends on your definition of "best." The choice of birth control depends on factors such as a person's health, frequency of sexual activity, number of partners, and desire to have children in the future. The only 100% effective form of birth control is abstinence (not having heterosexual intercourse). There is a very small chance of getting pregnant any time semen could enter the female genital tract. For contraception, effectiveness rates, based on statistical estimates, are another key consideration.

A condom. Since you don't know what a foam insert looks like (and I'm guessing you're much too young to be having sex)... the condom is the safest... both for ease of use and for protection. A Foam insert can't protect you from AIDS.
Safest method for you is to hold off having sex until you know much more about the facts and consequenses. But if you must, then make sure you use a condom and make sure you wear one from beginning to end.

The answers above are all quite comphrensive, and there's some excellent information. Depending on where you are, you could consider the Nuvaring, which is hormonal contraception delivered at the cervix. As it's more "local" you may or may not experience the hormonal side effects from it. Non-latex condoms are probably your best bet, although you can look at diaphragms as well. The biggest issue with the diaphragm is that it's usually recommended to use a spermicidal foam or jelly in addition to maximize the contraceptive benefit. The newer IUDs are very effective, and tend to have fewer side effects in comparison to the older ones, so if it's the horror stories on the internet that are spooking you, it's not necessarily the case anymore. The copper doesn't stimulate the immune system - copper itself is actually spermicidal in activity. Ages ago, women used to use a penny as contraception for this exact reason :) As someone stated, natural family planning can be quite effective. You can do it based on your basal temperature, as well as utilizing methods that assess cervical mucus. Obviously, this method is going to work best if you have very regular periods and are someone who is very in touch with the body. I have friends who have been together for 25 years, and have only used rhythm/ withdrawl method. They have two PLANNED children after that time, so it can be done with careful planning and consideration. If this is the route that you choose to take, you're best to consult a family planning clinic or your doctor to assist you in doing it properly. If thats the route you want to take, you must get serious about it. Taking your temperature and charting accurately is what will get you success - sloppiness is not an option if you're really wanting to use this as a method of contraception. Good luck.

I think condom is still the best contraceptive. But you have check first the quality to make sure it is durable and strong enough to withstand pressure.
