You just start the program at startup and leaving it running.

If you would look it to start automatically, take the icon for Outlook Express and drag it in the "Startup" folder on your Start Menu. Any program icons placed in that folder will automatically run when Windows loads. (But be warned that as you add items to the folder, you slow the boot up time, and increase the risk that your PC may hang up during the boot up. Windows tries to start EVERYTHING in the folder all at once and it can hang the PC)

you could try putting a copy of the shortcut into the startup folder in the start menu. this should cause outlook to come on when you start up the computer. i'm not totally sure if this will work as i ALWAYS empty that folder first thing. pretty much the less stuff you have that comes on at startup the better your computer runs

If you have DSL or Cable, it should stay connected as long as you leave the computer on. If you have dial-up...it will typically disconnect after a certain amount of non-use time.
