what are the small colored boxes on the left edges of newspapers? why there are only negative colors there?

i've seen small tiny square boxes colored in black, majenta, cyan and yellow on the edges of newspapers

They are called color bars. They make up the 4 colors of the color spectrum. It is test strip for the printer to determine if the colors are adequate for that run on the press.
