your 5 year old brother can not effectivly ask you or your sister for attention, thus this is how he is getting your attention, because even NEGATIVE attention is better than no attention.
First, try to include your little brother in some play. Try a game of memory or just plain catch...or take him for a stoller walk, still a treat. Maybe even play play-doh with him. When he starts behaving badly for attention....remove yourself from him and give NO ATTENTION. Explain (because he does understand language right?) that when he askes nicely you will play, and when he is naughty...you will ignore him.

Sounds like he just wants attention and to be included...get sis to stop bugging him and instead give the guy some toys or games and let him play with them in your room....while you and your sister are doing what you do at the same time.
Before you invite him in though lay down the rules...he plays nicely, he doesn't bug anyone and he doesn't mess anything up. If he starts to be annoying, you take him by the hand walk him to the door and tell him he has to leave because he didn't follow the rules. Then close the door. If he freaks, simply tell him again, firmly but without yelling or being angry, the rules to hanging out with you.
Once he gets the idea and does it for a few times he may very well go on his own because he's grown tired of things.
Another system is to "bribe" him in a way...I did this with all of my kids and it worked very well. Create a calendar or use a ready made one. Explain to him that each day he is good and doesn't bug you or your sister, he gets a happy face. If he messes up he gets a sad face. At the end of the week if his happy faces total more than his sad faces he gets to receive a treat. You could have your parents buy some things, inexpensive but that he would enjoy, and you could allow him to grab something from a bag or whatever so he doesn't know what he's getting till he pulls it out...or he could just pick something from looking at it.
Either way, the happy/sad face things seems to work quite well and the change in the attitude and actions is pretty decent.
Good luck...perhaps you can give your sister the same deal so she doesn't bug your brother :)
Take care

I have a brother with ADHD and a sister who never shuts her mouth. Talk to your 5 year old brother and ask him why he is hitting you, and take the problem from there. If your sister is destroying your room simply have her pick it up or tell your mom\dad.

I'd say about five or six feet of razor wire, some claymore mines, and attack dogs should do it.
If you don't have the money to spend on these things I guess you will need to find something constructive to keep him busy. Five year old boys cant stand to be still. Draw him a treasure map and give him a shovel. If he says he didn't find anything tell him he hasn't dug deep enough. The good thing about five year old little brothers is they will believe anything. I had one once myself.

Hit him right where it really hurts. kick his balls hard so he will remember what a brother should not do to his sister or brother. Fight back and tell your parents about it.
