You need the Java SDK (Software Development Kit)...
1. Go to http://java.sun.com/javase/downloads/ea.jsp
2. Click the first Download button, next to JDK Beta 2.
3. Click one of the Windows installation links (offline or online) near the top, and follow the installation instructions.
