Yes it is cheating. You have a commitment to that person and that is the only person you are supposed to have sex with. If there are problems and there is no sex, then talk to your partner or go to counseling. Having an affair is the coward's way out. Only people who have no self respect or self restraint resort to cheating. If you don't want to be with your spouse get a divorce.
