If the surface is fabric - soak in cold water for several minutes (or much longer if especially stubborn), apply stain lifting pre treatment to the fabric, and wash in cold water. If the stain has not lifted - DO NOT MACHINE DRY!!! The heat will simply set the stain. You should try washing again in cold water first.
If the fabric is white - add lemon juice when soaking and a bit of bleach to the wash cycle.
stubborn blood stains?
whitening tooth paste and a toothbrush work really fab on blood stained fabrics....just soak in cold water and scrub lightly, the stain will come out.

Set stains in which the panties have been washed and put through the dryer may be too late to fix. With all blood stains wash in cold water, hydrogen peroxide helps a lot. Avoid the dryer and hang on a line.Regular bleach will ruin colours. You may have a set of period panties and a set not used at that time. Good luck. Have a nice day.

Carry an extra pair of underwear with you in your purse. You run your underwear under cold water for about 2-3 minutes, they should wash out, if you have a blowdryer in the bathroom make sure to dry it as much as possible and then put it in the dirty laundry.

Try using a Bronzer on your face. It will make you skin have a little shimmer and glow. This will make you stubborn pre-period pimple stains less noticable.

you have to wash them yourself when you are taking a shower. use the same soap you use for your body . then, put some diluted clorox on the stains and wash it off. then dry them . or use disposable panties for those days ( ha ! what i am saying is that buy super cheap panties that you can through away after you use them those days).

Bleach will ruin colors, unless it is color safe. As soon as you get teh blood on them rinse them with cold water. It should take it out before it sets, or try peroxide. Won't ruin the color, but has to be put on when still wet.

The best way would be to once you notice the blood to rinse out your panties with COLD water. I'm not sure about those tuffies that just won't come out... maybe throw them away and then buy new ones? :D

If you bleach them they will turn white (good if your undies are white bad if other color). I would say cold water works and a little laundry detergent. Works for me!
