At most section 8 properties you must fill out an application to get on their waiting list. There is a maximum amount you can make and still be eligible for the subsidy. It is based on the number of people in your home. The rent calc will be based on 30% of your gross income, minus any deductions you are allowed, (ie. daycare). so if you make a little money you pay a little rent. If you make too much money you have to rent from a conventional apartment. You won't qualify for section 8

You have to go to a local assistance office and apply for housing assistance. They give you a counselor who reviews 3 months worth of your income/expenses and tells you if you fall within the required brackets. It's not a "welfare" program, and lots of people who get Section 8 work for a living.
