No, it doesn't. It takes MORE calories to run a mile than to walk a mile, because you are moving faster. It takes less time, so you are expending more energy.

1 mile of walking fast actually burns more calories than jogging for a mile because it is less efficient biomechanically ... i think the jogging burns more calories if it's a slow walk though

No, because you use different muscles. It takes more energy to run than to walk, because of the power you put into every step. If you run the whole way, you'd get there faster than walking, right? You need to spend extra energy to get that difference in speed.

Actually it does. Ideal heart rate for fat burning is about 60-70% theoretical max, which is 220-age.
