It's not photoshop, but it is a free open source image processing program that does most of the stuff Photoshop does and even a few things Photoshop doesn't. It's The Gimp - GNU Image Manipulation Program:

However, beware, when I checked this out before I answered this question, the free photoshop I found was not adobe photoshop.
Unfortunately, anything that is not free adobe photoshop (which may just be a free trial period) may be dangerous to the health of your computer. Always make sure you have a good Anti-Virus (like at least AVG Free - type free AVG into google and download, or better McAfee) and a good Anti-Spyware program like Spybot.

You cant get Photoshop for free in US and any Western country.
and It's illegal, I'm sorry.

YOu can get a free 30 day download of photoshop essentials at adobe.com, or get a trial of Paint Shop Pro at www. jasc.com
Both will do what you are looking for. Paint Shop Pro is cheaper to buy, usually.
