At the moment when somebody faces racism such question is equal to a question: is an open firebug better than secret firebug? Or it is better to be beaten after information on your skin colour or to be fired from work (or not employed) again and again without such words, but on this ground in fact?
In terms of elimination/prevention of racism, it depends on the "stage" of racism. Open racism may be "malignant", when any arguments will not help a person to think, that is like an anatomical structure in the brain. But most of racism is due to ignorance and openess may help to start a discussion, to move forward, while in case of a coward racist such discussion will not develop. However a discussion depend from other side too, the same people may be open or closed.
It is especially dangerous when institutions do not deal with racism avoiding such topic at all, because some racist things, reproduced by "high experts" are exported for a wide population, e.g. through education programs.
In terms of recognition of racist attitudes by people themselves: saying that "I am racist" for a questionnaire may mean a dangerous level of racism social legitimisation. While softer description may mean that a person is aware that his/her attitudes are not approved socially. So, open racism may mean bad trends of society development.
Recognition of some racist attitides in the past (in personal life) may mean, by contrast, progress and self-reflection of a person, anti-racist direction.

Definitely the less open one. (I doubt that they're all cowards, though, they just don't care to have a confrontation with someone they believe to be inferior to them.) With them, there's nothing to combat, to stand up against.
On the other hand, loud-mouth racists sure do make my blood boil, and there's *still* nothing I can do about them if they're just mouthing off. I don't bother arguing with them, though here, where they can't inturrupt, I'll make sarcastic, sharp-edged comments.
All that can be done about either of them, unless they violate the law, is to teach our children better, and refuse to validate their ideas.

I think a coward is worst because those are the ones who explode and kill people. They don’t get there feelings out and what happens when you don’t let steam out it you erupt.

a coward racist, with the open racist you know where you stand, what he/she likes doesn't like, whereas the other one he could be plotting against you and you wouldn't even know it.
