In Punjabi, which is spoken and well understood in Punjab province of Pakistan and the Punjab in India and other parts of North India adjoining Punjab (India), "I love you" can be said as:

In Punjabi: Mein tainu pyar karna wa(n) - if male is saying
Main tainu pyar karni wa(n) - if female is saying

In Urdu especially in Pakistan, including its Punjab, it can be said as: Hum aap se Mohabbat karte hein - both male and female version.

Truly speaking language is not a barrier for this sentence.

Contrary to your thinking, they speak Sindhi, Punjabi, Gujrati, Pushto, Kashmiri & many other dialects in Pak, pertaining to the state or province they stay in. But Urdu is widely spoken & followed language all over the country.

In Punjabi this can be said in several ways, Viz...
(male) Main tenu pyaar kardaan yaan.
(female) Main tenu pyaar kardi yaan.
(both) Mainu tere naal pyaar ya.

Even In Urdu this can be said in several ways, Viz.....
(male) Main tum se mohobbat karta hoon.
(female) Main tum se mohobbat karti hoon.
(both) Mujhe tum se ishq hai.
