invite the media eg popular newspaper/magazine editors to do an article
Donate to a charitable cause regularly
Be part of a prize for a raffle or competition 1st prize dinner for 2 or something
Do a demonstration at local pubs or schools of traditional meals
Have an open day for people who want to learn about asian cuisine, teach a dish or two at a small fee and let trainees sample their and your food.
Offer outside catering at discounted price or offer free snacks with every 3rd order

fax every business in your area and invite them to have a sample and become friendly of those you wish to patronize your business do the same for theres!
constantly fax the businesses near lunch each day this way they will find the menu to be very thoughful also very convienent and make them as personal to the business you are sending all the faxes too

one near me had no liquor licence was Byo for about three years. Fantastic from customers point of view as booze can be as much as meal. Eventually got a licence but still had Byo Option. for a while.

go outside your restaurant and give away free food, if its good then word will spread via word of mouth, and very soon you'll be busy.
However this does not work if your food is crap
