it really depends... a woman with a full bust shouldn't do a plunging V-neck because she might spill out of it :/ that's more flattering on a small-chested woman. sweetheart necklines are flattering on most women - for small-chested women, they give the illusion of a fuller chest, and they enhance the bust for more chesty women. basically, for a smaller chest, you can get away with a more revealing neckline - larger chested women could reveal a little cleavage, but not too much - otherwise it looks skanky.
