Whoa... that's a VERY old CPU. you should seriously consider upgrading your system (you'll need RAM, motherboard, and processor, at the least).

if you cannot afford a new PC why throw away the old one if it does just what you need. Most of the advanced features advertised with new computers are not used by the average computer user. Most of us use our computers for basic things like connecting to the Internet and running Office applications. If that is the case with you then your system is just fine. I had an old IBM Pentium 2 laptop with a scanty 6gig hard drive and about 128 RAM, which I almost threw away. I recently installed Windows XP and deleted all applications and we are using to connect to the Internet and do other basic things. I have a wireless Internet connection so it has proved quite useful.
I also have a desktop with abt the same specs as yours. I had same problem but have managed to get it back up and running fine. It literally grinded to a halt and wouldn't even boot up.
It is likely you are plagued with spyware and viruses. For detailed help read Carla S's answer to your question. It's a slow and painful recovery process but you would learn a lot by the time you finish.

i agree, you should buy a new computer.cauz like rite now they are using Pentium 4 and the new one Intel D.whoe~we not talking about 800MhZ of CPU we are talking about 3.2GHz CPU speed and 2GB of RAM speed.but if you want to still use your old pc.i suggest that you should clear the un-needed files,defrag.ur disk,end the task of the curent program that running on ur background.(that WindowTaskManager) end the process of some stuff.to make it more faster.delete all spyware and adware.

i have a pentium 3 in my 2nd machine ,its a 866mhz and i use it for photo editing and internet usage
the main problem with pentium 3 processors is they were prone to overheating,they were the worst pentiums intel made,thats why they never lasted long,the reason for your p.c being at 100% usage all the time is because the p3 is struggleing to keep up with the software you are using,although 600mhz is quite fast in a p3,its very,very slow compared to even the budget celeron processors of today,the slowest chip today for a desktop is 2.5ghz,four times more powerful than your processor
