Experience. Also, you have no other criteria to judge someone's intelligence except the answer. Take me, for instance; the only way you can judge wether I know if I am wise are these written words. You do not see me to judge how I look (people do look at others and get a sense of their personality by what they see). You do not hear any inflections in my voice that would indicate wether I was wise or just wordy.
I think it is just a saying like 'absence makes the heart grow fonder'.

Are you speaking metaphorically? Distance, in terms of time, makes us wise because with time we develop a better and deeper understanding of everything going on around us. For example, if you work on a certain computer a lot, then you will sooner or later be able to use that computer very efficiently.

Perspective is what it's all about.
Metaphorically speaking, when you're in the middle of a maze you only see where you came from and where you're going. What's in front of you is the only task you concentrate on. If you were to stand on a ledge above the maze, you could see where the decisions you make lead you and how to resolve the entire maze, not just that one part. When you're in the middle of a situation, all you see is what you choose to see. Generally, you only see what's in front of you or what your opinion is. If you take a step back and look at all the different factors, you're better able to make a decision because you can see everything that's affecting the situation, not just your own motives.
