Both countries have to take a step back, put their guns down, realize the 'eye for an eye' revenge will never stop unless they take the time and effort to make a compromise. The more they attack one another and kill one another, the more angry families of lost ones get, and this results in a circular struggle of revenge.
They need to strive to educate themselves and create opportunities that aren't solely based on blaming one another to acheive benefits. Basically stop hating and start listening.
