It happened to me before. Because of the cost of repairing the problem, is better to scrap it and buy a new monitor.

Sounds like a $35 to $45 fix. (if you find someone good and reputable)
If you are good with electronics, look to the vertical rmp generator, and the capacitors on it.
Also maybe try just adjusting the monitor down or adjusting the vertical refresh rate.
