I don't know the answer but the code is rot-13 and translates as:

"0 equals n equals sdrawkcab net backwards"

I would think that hints at looking at it backwards.
If 0+1 = 10 (look at the equation backwards and you get 'net backwards')

Then perhaps 0+0+1 = 100.
