It has to do with "normal" development of the brain. Most kids by age 5 are ready to start learning basic academics.

Before age 5, kids mostly are wired to learn spoken language, social skills, and how to interact with their environment.

At about age 9 or 10, kids have another "developmental leap" in which they start to be able to reflect on their own learning, and learn abstract ideas (such as algebra).
