I think the cheapest possibility would be to buy some credit on Skype (http://www.skype.com) and then find an internet café where you can use Skype to call.
Another possibility is to buy a pre-paid international calling card and use it to call from a public phone.

i think you need a tri-band phone (I'm Italian and to use mine in the USA i needed a Tri-band), also you can use pre-paid international calling card and save money...
