any amount of cleaning will kill bacteria however since bacteria grows so rapidly its no more effective then bleach and water

It depends on what is being steamed!? Carpet? clothing ? What?
but true steam cleaning doesn't work as a mater of fact it breeds
bacteria in certain things and may cause mold. The device used has to be able to extract the water back out and the area,clothing has to be able to breath to dry out!

its really effective since the high temps kill off the bacteria.

It sort of depends on what you're cleaning. I could be wrong but doesn't bacteria thrive in a warm and moist environment?
