no; what we should do is take all the stupid labels that warn of not doing something that a normal person wouldn't do, like blow drying in the bath tub. If you don't know that electricity+water=death, then you deserve to die.

Not a good idea. An unlicensed driver can cause a lot more damage to others then himself. They could plow through a crowd of people, injuring dozens, or damage a building or structure, with the price of repair much greater than simply the price of replacing the car.

On a similar note, there is a strong argument for drug use being decriminalized, as long as ya don't drive.
