A lot of guys do this when they are unsuccessful in new relationships and come running back to you because they hope that you still love him. Sort of an emotional crutch. Sounds like a social misfit. If he had any confidence in himself he wouldn't keep coming back. For whatever reason you two broke up, that would be good enough and he would move on. If you stop talking to him all together, you may help him to stand on his own and it would teach you a lesson as well.

My ex does the same thing, just to use me is all I figured out. I was taking care of her car for her. When I charged her money for it she has called since, 2 weeks and counting. Just refuse to talk with him and that will cure it and no response to emails, block and/or erase all his addresses. He will get the pic and call his present gf if that doesn't work. Oh yeah and that "just friends" is bs anyway. I've heard that before just before I found out she was doing the "just friend"! He definitely wants more than friends.

Maybe hes just not ready to be with you and only you,
he wants to run around and do whatever he feels like doing right now
but also keep you close so when he gets bored and has no other girls to turn too.
If you allow this then it will continue.

When a guy acts like this, he doesn't really want a long-term relationship with you, he just wants something you have quick, and he's gone again.
That is the worst insult to a woman, that she is his only other choice besides his hand, for the moment.
