Just walk into a music shop and find the corner where the noticeboard is. There are lots of people looking for singers - good ones are hard to come by. You can only become a good singer by just damn well getting into it.
You could start with a covers band - they will be the first out of the rehearsal room into regular gigs, and they will make a steady, modest income. Don't waste your time on any dewy-eyed drips practising in their bedrooms stating "we're going to the top" when none of them can actually write a song.
Once you've got started you will begin to discover the tricks and the pitfalls - how to use the mic and PA properly for your voice, how to communicate with the other musicians, how to avoid going deaf, how to stay in tune, how to be the "frontman". While you're doing that, reinforce your vocal ability with lessons. Don't wreck your voice with bad technique and too much work.

Try kareoke. Get an agent, join a choir, Talent shows, etc. Oh the most important part is that you have a talent that matches your dream. I can sing. I am a good singer. But that does not mean I should be fronting a band or trying to make it big as a singer. It means I can hold a note without looking (or sounding) stupid.

Depends on where you are, but i began a 25 year career as a pro singer doing auditions i read about in entertainment mags.
I got lucky and managed a living out of it, toured a lot with a rather successful band, but with todays market, i would strongly advise that you didn't set your sights too high. There are a lot of nasty people out there, but i wish you all the luck there is.

Commandeer the PA system in a department store.
Invest in a megaphone and walk down the high-street.
Stand behind a TV reporter outside parliament and push them out the way.
Phone up a radio station pretending to have a question for their phone-in then launch in to song.

Don't dough the power of Internet. Type in the URL what you want and see if get the answer you want. Make sure while in search of what you want, you don't get hook on drugs. I'm a drummer and I know what I'm talking about and also take your time. Don't settle and also by doing the open mic, you might get somewhere.

Join a songwriters association! I'm in the Connecticut Songwrters Association and it supports performers too. I also look in the newspaper for churches and cafes that are looking for performers.
