It's a formal way of saying "relating to" or "resulting from".

The phrase often shows up in come contract boilerplates (standard copy-and-paste sections). An action that "arises of" the contact is one "relating to" or "resulting from" the contract. Similarly action that "arises in the course of" means not just the actual formation of the contract, but also any performance related to the contract.

Courts generally treat such phrases very broadly, especially in arbitration and dispute resolution clauses.
