Go to a website that I belive is called...Seribii. Or something extremely close to that. While there, I belive you can read guides describing something called EVs. It's something kind of like...if you want a certain stat really high, fighting certain pokemon will make that stat go higher quicker. For example, I believe fighting many Carvanhas will get you a rather high attack. And if that site doesn't work, just type Pokemon EVs on a search, and there's bound to be a guide explaining it somewhere.

use him a lot in battles, as a matter of fact just use that Pokemon in battles, and go to the battle tower. Also give him rare candy that works a lot.

instead of using rare candies use things like protein, carbos etc and other items that are worth 9800. those boost your pokemon's stats.

it depends on what game... train them for a long time... ur playing red or blue, u can use missingo, or a brainboy. put all there stats at 999 and choose their moves. lol
