Does Google Talk have an EXPRESS version-meaning I use it online. And download NOTHING.

Yes, u don't need to download any thing but one of ur contacts must be online to be able to chat with.

sure you can use that in your gmail inbox. click on new features and help links in there
i know you think you can't chat in your inbox but you can. it's called google talk
scroll down to the bottom of your inbox and click on "standard version with chat" link.
