That is not a criminal matter so don't call the police. It is a civil matter and You need to send a certified letter to the last known address and demand payment. You could call all you want but you need proof of your demand. If the letter gets returned or he fails to respond, contact a lawyer in the area. Most states allow for damages for late returns of security deposits. Let the lawyer track him down and file suit.

If he is a property owner, his information should be easily obtained through the tax records. Some tax districts allow you to search the records online. You could try one of those online skip tracing companies but I found there data is usually out of date and worthless.

It's not a matter of the police it's a matter of small claims court in the state the house you rented.

First I would do a record search of the property she owns this may help track down where she resides.
The mailing address will be listed on any property that is deeded to her.

I would suggest that you file a police report. that is considered theft. Then get a lawyer. (If it goes that far) that way you will get your money back and the landlord will be punished
