How to get rid of a program called Privoxy on your laptop?

Question

I took it off where my remove programs is but when i go thru the taskbar start menu, i still see it i go into where it says uninstall Privoxy and it tries to but then an error saying this..............
Jul 14 1700 Privoxy (02028) Fatal error: cant check configuration file 'config.txt': (error number 2) always pops up:(
is there anyway i can get it off my computer, that message comes up everytime i sign into windows too, its annoying please help ty kindly
