He is definitely British, almost certainly from the London area. A true Cockney is born within the sound of Bow Bells, a chuch in East london so it really is a very small catchment area.
I am English and now live in Canada and people I meet assume I am Australian before English which has always surprised me until I read this question.

It sounds more Australian to me. I can hear a little of the cockney flavor that you mention, but I'm pretty sure he's from Down Under.

My australian husband says he's british. I have trouble telling them apart too still :)
