I have one of those, of course mine is now 10 feet long, but it sounds like you need your choke cable adjusted.

It will do what you described once it is warmed up, but the choke isn't open all the way.

Make sure the choke opens completely when the choke lever is in the up position on the handle bars.

Have you let it warm up? If so your carb needs to be re jetted and adjusted. It is a cheap fix at the dealer or you can do yourself with the service manual.
