Okay, I get this Question alot because I am a Professional Website Designer, and I took a one year HTML class, so I know alot about the subject. There are ALOT of places that claim to be free, but they arent. I have found geocities to be free, but lacking in uploads and things like that. If you want to have a TEXT page, go to http://www.geocities.com and that is what you will get by using the Page Builder tool, but page wizard is almost nothing. Your website will look like this [www.geocities.com/youryahooID]. Then there is Batcave, they are awsome. You get all of the feature you get with Yahoo, but you also get cooler templates, with a sidebar, or you can design from scratch. Your website with them will look like [www.yourbatcaveID.batcave.net]. To make a completly FREE website with batcave, go to http://www.batcave.net.
Now, there is also freespaces. I like this one becuase you can make the page using Word and upload it to freespaces. Your website with them will look like [www.yourfreespacesID.freespaces.com/worddocumnet title]. If I were chosing one website out of these all to make my own WB with, I would choose that one.
Also there is Freewebs, but I dont know much about them. `Blaze
